The name Calolbon, said old-timers of yesteryears, used to be “Calolbong”. They refer vaguely to its origin from the bicol expression “nacalobong” because the houses of the original community along the banks of the river up to barrio Carangag looked almost submerged when viewed from the sea. The early Spanish explorer must have misunderstood the native guide who informed them “nacalobong” houses to mean the name of the town. Unfamiliar with the dialect, they placed “Calolbon” in the map.
However, a bill presented in congress renaming the town Calolbon to San Andres was approved by virtue of Republic Act. No. 3948 on June 18, 1964.

The local government of San Andres has envisioned that by the year 2010, San Andres shall be a community of god loving morally upright citizenry, united, self-reliant, and active partners in local governance under a sustainable socio-economic and eco logically balanced environment.
Its mission is that the municipal government of San Andres , shall lead in the implementation of programs, projects, and activities towards a sustainable progress and ecologically balance through active people’s participation, transparency, effective management, and utilization of resources.
HISTORY/LEGEND

OFFICIAL RECOGNITION
The legal existence of this municipality as Calolbon can be manifested from the first Parish Priest on record, Rev. Cornelio de Jesus who ministered the town spiritual needs for 29 years starting April 1798.
Then a bill renaming the town as san Andres was presented in Congress and was approved through Republic Act No. 3948 on June 18, 1964. From there the municipality known to be Calolbon was officially recognized as San Andres up to the present.
MAP LOCATION
San Andres ,a coastal municipality and the second largest town of the province of Catanduanes and it is situated 17 kilometers northwest of Virac, the capital town of the province. San Andres is bounded on the north, by the municipality of Caramoran; on the northwest by the Maqueda Channel; and on the south and southwest portion, by the Lagonoy Gulf, separating the Island province from the mainland of Bicol region at an average of 40 miles.
